四川省交通运输厅与省发展改革委 recently jointly issued the "Implementation Rules for Subsidies on New Energy Urban Public Buses and Power Battery Updates in Sichuan Province by 2026" (referred to as the "Implementation Rules"). These rules provide detailed regulations on key aspects such as the eligible applicants, scope of subsidies, fixed subsidy standards, and the review and payment process.
According to these Implementation Rules, companies that报废their old urban public buses with a registration date before December 31, 2018 (eight years or more since their first registration), and purchase new buses that meet the required criteria within 2026 can apply for vehicle replacement subsidies. Additionally, if the power batteries of a company's urban public buses exceed their original warranty period and fail to meet safety operation standards, they may apply for specialized battery replacement subsidies provided the updates are made under specified conditions.
The subsidy standards are categorized into two types. For vehicle replacements, each new energy public bus receives a subsidy of 100,000 yuan, with low-floor or low-entry buses receiving an increased subsidy of 118,000 yuan per unit. For battery replacements, each bus gets a subsidy of 42,000 yuan for its power battery update. Eligible applicants are urban public transportation operating companies that have been officially registered and legally authorized to operate specific public transit routes in Sichuan Province.
A relevant official from the Sichuan Provincial Department of Transportation stated, "Through these specialized subsidy policies, we aim to continuously promote the retirement of old buses, encourage the adoption of new energy vehicles, and enhance battery safety standards." Since the comprehensive implementation of subsidies for new energy public buses and power batteries last year, significant improvements have been observed in terms of service capacity, operational safety, and environmental protection within the province's urban transit systems. The continuation of these policies this year is expected to further optimize the structure of urban public transportation capacity, reduce emissions, and ensure safe and comfortable travel for the public.
